Create Policy

POST /fabric/sentinel/policies

Not implemented. FALSEWORK dogfood 2026-10-13: this answered "created" and stored nothing, so a caller believed a response policy was active when Sentinel never saw it. Sentinel's policies are the built-in set GET returns.
